Hi
As a rough guide, for any book, people are allowed to copy a chapter or 5% for non commercial reasons. Although it is advisable to speak to the RNIB or CILIP for further guidance on this.

My local Talking Newspaper have contacted the Library because they have received ...by word of mouth... conflicting information. What they would like clarity upon is...." does copyright apply to books loaned from the library that are then recorded for the newspaper ?" They have been told that copyright does not apply to Library books. They have been to both Talking Newspaper Associations for advice and feel the answer is not clear.
