Just tell them you need to buy a Digitisation Suite - sounds good, and
means you can buy whatever is best fit for purpose.
And I'd say with the correct software a camera-based solution is
probably simpler than a scanner, and certainly not hard for the sorts
of skilled folk who you'd want doing the 'scanning' to very quickly
pick up.
