We have never and are unlikely to ever notify land owners that something on their land is recorded as a monument/heritage asset on the HER.
Each point or polygon that records an HER monument is a statement of fact that as far as can be ascertained (based on documentary or archaeological evidence) a piece of historic environment exists in a specific location. The interpretation and 'significance' of this piece of historic environment is a separate issue usually dealt with by an event such as a fieldwork report.
Whether you have archaeological alert mapping or not an HER monument is merely an indication that there is likely to be some level of archaeological interest in a site, an approach fully endorsed by the NPPF.
The vast majority of HER monuments have no designation and many impacts to these monuments, particularly the buried variety, will potentially come from permitted development like services, building a swimming pool or demolition of structures outside of Conservation Areas (which raises the thorny issue of preservation in situ - a discussion for another day).
If we were to notify all the landowners in Bristol who owned land that contained an HER monument site we would be busy for some time. It will also be the situation that in many cases all evidence of that particular monument have been lost from the site.

We have never asked permission for sites to be recorded on the HER: I
think the real problem emerges beyond that, when we act on the fact that
something is there. Firstly, owners don't last for ever, whereas sites
might. We need to ask ourselves which right is greater: the right of the
landowner to do what he/she pleases and trash antiquities if they so
please (the farmer Tom Robinson model), or whether there is some
inherent importance in a site that goes beyond the (temporary) ownership
by one person. This raises fiery issues which to be honest, I am
uncomfortable with.

On the specific HBSMR question - no, recording ownership is not
mandatory. In fact it's not a specific "field" as such - this would be
recorded by linking the monument record with the relevant people and/or
organisations, and specifying the role as "Owner".

Dear all,
Appoligies for cross-posting, this also went out to ALGAO members this
morning.
We believe we will soon be told to request permission from landowners
prior to recording new sites in the HER. Do other host authorities make
their HERs do this? Does anyone know where it says in the 'rules' that
this is or isn't necessary? I've looked through IFP and MIDAS etc but
can see no mention of this one way or the other (I see there's a field
in HBSMR for ownership details but we don't use HBSMR and don't have
this field. Is completing this field mandatory in HBSMR?).
Also, does anyone have written delegated authority to maintain their
HER, ratified by their members/council? It's one of the benchmarks, but
does anyone have the original agreement when their SMR/HER was first set
up, or a later revision? I only have a very general understanding of
how SMRs were originally set up, and we have nothing now on file that
goes back that far.
