that people have of 'cloud' storage, and how well it works from within
cloud machine instances, but it's clearly reasonable to address other
questions.

OK, that's fine then. It sounds to me like we've got two broad areas
in which we could be interested:
- What's the best sort of storage system to use for a cloud that we run?
- How do we interoperate with a cloud that someone else runs?
And you're intending to address the latter, in which case I think it's
OK (and probably necessary) to define 'cloud storage' at the beginning
in the sort of manner you suggest, though, I'd be tempted to simplify
things further and investigate how we can interoperate with S3 as a
specific case, partly because many other 'cloud storage' systems
implement its API, and partly as a representative case study of the sort
novel interfaces we might have to deal with.
On a practical note, where are you planning to find a 'cloud' storage
system to test on?
