Local Welfare Systems and Female Labour Market Participation in Europe

Fundation: The conference is organized in the frame of the EU-Project
'Impact of Local Welfare Systems on Female Labour Force Participation and
Social Cohesion 'FLOWS' (7th framework program). It is funded by the
Körber-Fonds Nachwuchsforschung and the Centre for Globalisation and
Governance (CGG), research center of the faculty for Business, Economics and
Social sciences at Universität Hamburg.
Welfare services consume a substantial but varying part of the GDP in most
EU countries. Moreover, welfare services are produced and regulated to a
great but varying part on the local level. In comparative welfare research,
however, there has been a tendency to focus on the national transfer
component of national welfare states. Welfare services, or benefits in-kind,
have somewhat been neglected in the mainstream welfare state literature,
though with some exceptions in the field of care. Furthermore, access to and
quality of welfare services are crucial for living conditions of many people
and for the labour force participation of men and women. In this respect, a
high provision of care services and benefits gives women (and men) the
possibilities to opt for a participation in the labour force without
neglecting their (assumed or given) responsibility towards their families.
Welfare services and benefits are provided in 'local welfare systems'. With
this term we refer in correspondence to the FLOWS project, to the whole
configuration of public policies which frame female employment in that they
provide services for long-term care for senior citizens and public day care
for children. The provision of care in the local welfare system can be
organized by a variety of providers and partners involved in the provision
of welfare services (the welfare-mix), and it can be governed in different
ways. The local welfare system is an opportunity structure, and in relation
to labour market participation, it functions as a basis for female (and
male) decisions regarding their labour market behaviour at different stages
in life, in interaction with the local welfare culture, the local production
regime and the local labour market structures.
We welcome contributions which deal theoretically and/or empirically with
one of the following questions:
- What is the relationship between national regulations on the one hand and
local welfare systems on the other?
- What is the role of the EU for local welfare systems?
- How do local welfare systems differ within and between countries, and why?
- What is the relationship between different policy-fields within local
welfare systems?
- What is the role of different actors?
- How do local welfare systems and local welfare cultures interact?

Abstract
Participation is pre-conditioned by the presentation of a paper.
Participation in the conference will be based on an abstract. Abstracts
should be about 500 words. We will inform you whether your abstract has been
accepted by the 15th April.
Registration and costs
There is no conference fee and accommodation will be provided for one night.
Furthermore our funding allows us to provide you with a subsidy for your
travel costs. If you want to apply for this subsidy, please send us your
request with a detailed description of your costs.
