Well, obviously, Google offers a spreadsheet as a webapp.
And, of course, many companies do make their servers remotely
available (eg. via remote desktop) for employees over the internet.
There are even web based versions of these. This one looks interesting:

I think there would be no impediment to making a Windows server
running R publicly available in this manner, aside from running costs
and scalability. If it was SAS, licensing would no doubt be very
pricey...
A LINIX server with browser based X-Windows system would be even cheaper.
Ideally, you'd want a fixed IP address, but I here there are
work-arounds to this.
I suppose this is something anyone with a bit of technical expertise
(and cash) could manage. Maybe it could even be an app for ios and
android? I think being able to access a big R cycle server with
access to all one's datasets via an ipad would be pretty
handy...especially if it was encrypted and secure...
