Scottish Building Regulations says:
3.12.6 General provisions in all sanitary accommodation Provisions made
within sanitary accommodation will affect the degree to which the needs of
building users are addressed in terms of safety, ease of use and hygiene. To
ensure that these issues are addressed, the following provisions should be
made within all sanitary accommodation:
• a sanitary facility and any associated aid or fitting, such as a grab
rail, should contrast visually with surrounding surfaces to assist in use by
a person with a visual impairment.
It is not the colour of the grab rail that is the important factor. The grab
rails, toilet, sink, etc should contrast with the background, suggest mid
colour walls, white sanitary fittings and grab rails and dark floor, works
quite well This is all sanitary facilties.

Subject: Accessible toilet legal requirments?
Hello,
I have been asked about the legal requirements of the colour and placement
of grab rails in an accessible toilet. As far as I am aware there is
guidance in the British Standards 8300 however this is not legal
requirements? The law regarding disability access is covered by the Equality
Act 2010 and the duty to make "reasonable adjustments". Is there further
legal requirements and is there a difference between new and existing
buildings? In this respect I suspect no, as it related to fixtures and
fittings and not the structure of the building, unless perhaps it s a listed
building. I should mention that I am in Scotland.
I would appreciate any advice and information.
