I think this is the report you are talking about 'Digital Audiences: Engagement with Arts and Culture Online http://www.artscouncil.org.uk/media/uploads/doc/Digital_audiences_final.pdf
Ofcom is the 'go to' place for 'authoritative' stats on web/ media usage/ demographics http://media.ofcom.org.uk/analysts/ (although like all of these things their methods are often criticised for being out dated)
