I think this is the (or at least one good) reason why the current plan is for the sites to do the state
change rather than the NGI admins. Normally when they are left in that state untouched Tom
will send them a "poke" but he is on a course this week and I have been even less proactive than you
with this as I have been wrestling with various systems to sort out their VOMS setups.
