I'm picking this to pieces - sorry. I do think it is a good idea, and
agree with the general sentiment.
Our main aim is supporting LHC and other Particle physics, however
<insert why supporting other VOs is good>, so we allocate 1%...
I don't think we want all sites supporting all VOs. For small VOs,
dealing with lots of sites is extra effort they don't have. It's even
worse if sites are broken for some reason and don't have the effort to
fix problems in a timely manner. I'm a strong supporter of sites
supporting lots of VOs, but I don't think we should make it mandatory.
PMB blessing should come before putting things in the operations portal.
I think that sites should be free to support whatever VO they like on
their over pledge resources (though PMB approval is presumably needed
for the Tier-1, VOMS server etc). I also think that the
operations-portal is de facto the best place to put technical
information, and it should be recommended as the best technical means of
distributing this information, but I don't think we need to make it a
policy requirement.
