I've been following the discussion with interest...
Now I know it's dangerous to introduce evidence into a debate which is primarily to do with emotions, but here goes...
The RI had to operate without a venue a few years back, when the building on Albemarle St was being jazzed up (2006-7ish). We hosted a couple of events here at Science Oxford, and I believe there were a number of others around the place.
Therefore, an RI-on-the-Road programme has been piloted, and I guess there must be a lot of valuable learning to be taken from the (inevitable) mistakes that would have been made. Questions like Will the regular audience travel? Can you get new audiences? Does the RI brand mean anything outside London? etc etc... Especially as I'm sure they evaluated it very thoroughly.
All this means that the potential future success of an RI-without-a-venue can be assessed with some level of confidence by anyone in possession of that information.
