The numbers represent probabilities or percentages (range of 0 to 100) for different labels, averaged over the mask. See https://fsl.fmrib.ox.ac.uk/fsl/fslwiki/Atlasquery for more info.

I just ran atlasquery on a mask output from resting state analyses.
I used the Harvard Oxford Cortical Structural atlas and this was the output I received:
Frontal Pole:13.8462
Inferior Frontal Gyrus, pars triangularis:56.3846
Inferior Frontal Gyrus, pars opercularis:0.846154
Frontal Orbital Cortex:1.61538
Frontal Operculum Cortex:0.461538
Could somebody explain to me what these numbers mean? Is this the probability that the cluster belongs to this region?
