In the years since the transport provisions of the Disability Discrimination Acts (1995 and 2005) came into effect, there has been significant progress in introducing more accessible vehicles/rolling stock and improving the accessibility of transport infrastructure. Many cities now claim to have “fully accessible” public transport systems.
However, for many disabled and older people, the reality of travelling by public transport is still fraught with difficulty and uncertainty. One of the key issues identified by disabled travellers is the lack of staff training.
The purpose of the seminar is to look at these issues from the perspective of transport providers (both management and staff) and of disabled passengers and to explore why these problems exist and what can be done to bridge the gaps.
Issues that the seminar will address include:
* Is a requirement for training a gap in current UK Disability Discrimination law that should be filled? If so what form could it realistically take?
* How can poor training be monitored and sanctioned?
* Will the European passenger rights legislation make a difference? What steps need to be taken to implement it?
* Should there be more guidance on what areas of training should be covered both for “front line” transport staff and for managers?
* What more could/should be done to empower disabled people to have the confidence to travel? Who should take responsibility for that?
* What are the costs and benefits of investing in training (both of staff and of disabled people)? How should it be funded/who should pay?
