Does it not risk devaluing a female panel member -- although you can control a panel meets its quota you can't control the audience opinion about the panel. Does this not risk some of the audience assuming a women is there to make up the numbers rather than by her own merit?
My experience of panels (tech related) is that it's difficult to find females working in the industry -- I don't think I know of any that have specifically discriminated against women. I think it's more a matter of attracting more women into the industry by making it more attractive.
Our experience is that it's more about how you present the tech/activities to encourage more females -- that it's ok for girls to be interested in tech.

I'm not sure most girls will be influenced by the gender make up of most tech panels.
Sci-com is a different discussion because my experience is that the field isn't male dominated. If panels don't reflect the mix, then maybe there's something going wrong.
