you may already know about the nano 'citizens jury' which took place in 2005. my understanding is that recommendations made by the jury and the team who wrote up the results have still to be responded to officially by uk gov.

this provides an overview of NGO and grassroots engagement with nanotech including involvement with policy initiatives and provides a good overview of recent STS lit on public engagement (see eg Irwin 2007, well worth a read).
