Back when I worked for the National Library for Public Health we did an evidence update for offender health (relating to substance misuse) but maybe the list of resources and organisations listed in it would be useful http://arms.evidence.nhs.uk/resources/hub/37911/attachment - if that doesn't work then try searching NHS Evidence for "2010 Evidence update on drugs misuse treatment in offender populations"
