Yes. I don't know if Tier-2 sites in other countries have better cover,
but certainly the distinction between the on call arrangements for
Tier-1 and Tier-2 sites should be emphasised.
I think the message should imply that sites are winding down now, and
normal service probably won't be resumed until 7th.
A UK wide announcement would avoid too many people bombarding lists with
too much e-mail.
