Our division uses dcm4chee and we are very happy with it. And our MRI
center also uses the same software.

It has web interface and some command line tools for pushing and
pulling dicoms. These command line tools can be incorporated into
other programs to do things like auto-import any new DICOMS each day.
You can incorporate a viewer into the web interface but we do not use
this feature because most of our images are 4-D functional scans and
the built in viewers are meant for 3-D scans.
And for recon we use MRICron/dcm2nii
