JOB CONTEXT: 
Through Ministry of Social Solidarity (MSS) programmes, Timor-Leste takes progressive steps to fulfil the rights of persons with disabilities, with the perspective to ratify the United Nations Convention on the Rights of People with Disabilities (CRPD).
 
In order to build a national legal framework for disability inclusive development in line with international conventions, and specifically CRPD, the MSS began in 2005 to design a National Disability Policy. After several reviews, the policy was finally validated and approved in April 2012 by the Council of Ministers.
 
Following the approval of the National Disability Policy, MSS now faces the challenges related to its successful implementation. Other ministries are expected to contribute in the process and reflect how they will integrate disability in their agenda and budget.
 
On the basis of the outputs of this process and with the formal recommendation of MSS, HI initiated action in 2012 in two domains. The first is the design, in close collaboration with MSS, of a technical support process for the elaboration of a National Action Plan on Disability. The Action Plan aims to launch the implementation of the National Disability Policy of Timor Leste. The second is the immediate launching of capacity-building activities for DPOs to strengthen their understanding of conceptual models and international frameworks on rights of persons with disabilities and their practical application. These organizations are later expected to become active counterparts for MSS in the implementation and oversight of the National Action Plan on Disability.
 
JOB DESCRIPTION:
As Program Technical Adviser, you work within the “Advocating for Change for Persons with Disabilities in South and South East Asia“ project implemented by Handicap International in Bangladesh, India, Indonesia and Timor Leste. In Timor Leste this project aims to establish a sustainable framework for the implementation, monitoring and evaluation of the National Disability Policy in partnership with the Ministry of Social Solidarity (MSS) and civil society actors.
 
More specifically, you will support the design by MSS of an Action Plan defining the activities and timeline to implement the National Disability Policy. The purpose is to enable the development of this Plan by advising and supporting the set-up of a cross-ministerial mechanism and ensuring the active participation of people with disabilities. It is therefore oriented on creating the conditions and process to develop a relevant plan.

You work under the direct supervision of the Regional Program Director, and in coordination with the “Advocating for Change” Project Manager in Timor Leste as well as the Disability Advisor and the Partnership Advisor based in Yogyakarta. You support MSS in the design, socialization and coordination with other ministries of the Disability Action Plan defining the activities and timeline to implement the National Disability Policy.
 
Your main activities are:
1. Carry-out training sessions for MSS on disability and service delivery policies.
2. Provide technical guidance and coaching to MSS on the process for national action plan development.
3. Support the organization of national multi-stakeholders workshops for MSS to present progress in the development of the Disability Action Plan.
4. Facilitate the set-up of regular inter-ministerial coordination mechanisms and working sessions with 3 Ministries (Social Solidarity, Education and Health) in charge of disability mainstreaming.
5. To help from early stage of strategic definition and planning of the process. You work closely with the project manager who will take over and sustain support to the Ministry once the process is defined and launched (capacity building on national planning processes and disability-related service delivery policies
6. Advise for the definition of a coherent project strategy encompassing the support to MSS and to civil society organizations involved in the Advocacy and oversight mechanisms for the National Disability Policy.
 
CANDIDATE PROFILE:
Higher education in disability studies, disability law, political sciences, human rights or other discipline related to the profile
Experience in working on disability rights advocacy and inclusive development - Disability programming and monitoring, using the UNCRPD as a reference 
Experience in Advising public policy development/support - Experience in partnership with a Social welfare Ministry at national level
Autonomy; capacity of Analysis
 
Previous experience with Handicap International in same activities would be an asset
A similar experience in South East Asia would be an asset
 
 
REQUIRED LANGUAGE SKILLS: Excellent written and spoken English – Portuguese would be an asset
 
JOB ENVIRONMENT:
Weather is hot all year round (dry season from May through October; rainy/humid from December to March). Health: limited medical care; for emergency case, expatriate are hospitalised in Bali

Earthquakes of moderate magnitude are occasionally recorded in the island. The life in Dili is generally safe
 
The post requires frequent travel across the Island of Timor. This position is unaccompanied
 
 
EMPLOYMENT CONDITIONS (depending of experience): 
Salary: 2200-2500€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance 
Or
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
