As Peter says, SAW was indeed updated during the AEGIS project; I'm the developer who worked on it. The project has indeed finished, and we effectively finished the current update in the middle of this year. The installer and source code are also available on SourceForge:
https://sourceforge.net/projects/sawat/ This will be updated again once the help has been updated (a colleague is still finishing this)
Further development on SAW is largely funding independent. I'm not aware of anything which is likely to happen imminently, but I think DART are keeping an eye open for any possibilities.
For any maintenance issues I will take a look at them, time permitting, although I'm no longer paid by AEGIS. I can be contacted through the support section at Splash city (another one of my projects):
http://www.splash-city.com/infant/contact-us.aspx. The updated SAW seems reasonably stable, but if you find any problems let me know, and I'll try and take a look.

The last significant update to SAW, to make it compatible with Windows Vista and 7 computers, was completed with EU funding as part of the AEGIS project (see: http://www.oatsoft.org/Software/SpecialAccessToWindows/downloads/6.0 ).
