I don't know - it's a strange system. For example, if an accident
happens that might take 72 hours to fix, it's best to put in a 24 hour
Unscheduled Downtime, followed by a 48 hour Scheduled Downtime.
That way, you only get hit with 24 unscheduled downtime hours
instead of 72. It's nonsense, of course - the whole recovery is
unscheduled, but that trick is perfectly "legal" in this system.
