I would be grateful if you could invest few minutes of your time (no matter your level of knowledge of experience on governance and institutional aspects of data protection so far) to answer these following simple questions.
I am working on some aspects of harmonisation of data protection processes that may revolutionise access, exchange and governance of data both in the corporate and in the research / scientific 'small worlds'.
I would like to understand what is the simplest solution in the public perception of practitioners and sholars (not necesserely specialists) to these two problems:
1) who do you think should be the controlling authority for the diverse National Authorities at European Level? In practical terms, if you wanted to complain about some ICO procedures at European Level which European Institution do you believe should be the ideal body to receive such a complaint?
2) for the UK, do you believe the controlling authority should be (as it is now) Her Majesty the Queen directly, the Privy Council or another Institution?
