Two suggestions:
If there is an ongoing need to report on who funded what, or what stream(s) of funding led to the creation of an OER, then this is worth recording in it's own right (and to take Nick's cue, is something that research repositories are likely to need to do more in the future)
If there is just the need to track the stuff created to date tagged with UKOER, retrieve that stuff at add a UKOER_funded tag now (I'm assuming this could be automated?), and continue to use UKOER going forward. While the UKOER_funded tag maybe imperfect based on what Martin has said, it would at least stop the problem (if it is a problem) getting worse.
