In general I would suggest one is very cautious when engaging an SEO agency. There are very few real things one needs to do with Search Engine Optimisation. Content, Content, and Content are the major arbiters of one's position on a Search Engine Results Page.
Additionally one's <title> tag must be good, one's HTMl must be excellent quality, ideally W3C compliant, and one's meta tag for page description being good is desirable but inessential.
Creation and submission of a Sitemap xml file that s updated regularly when the site changes almost guarantees inclusion fast in search engine results.
Real inbound links are excellent, false ones and reciprocal links are to be avoided.
One's URL structure should be clean and reflect the content, not be stupidly technical
Alt attributes should be used in pictures, not to stuff with keywords, but to describe the pictures. That way your pictures will be well indexed, too.
When engaging an agency, ask them precisely what they propose to do, and look very hard at any proposal to game the system. Gaming the system tends to penalise your site in the long term. Beware tricks and stratagems
Just having excellent content is the very best SEO you can ever do.
