smurf: added a new filter that compensates for MCE anti-aliasing filter
The place to execute this new routine is probably right before
step correction since it can take out a bit of the ringing. I have
put in some (commented-out) code into smf_clean_smfArray.c where I
did some testing that looked promising. Ringing around steps reduced,
a lag of about ~1 sample is remove. I also looked at the power spectra
for some data and they looked flatter at high-frequency.
One issue is that this should probably happen *before* down-sampling,
but experimentation will be needed.
