Not sure if you mean a health surveillance procedure but if I was to look at this as a whole, to write a policy, this is what I would include (apologies if you have already covered this );
1) start with knowledge about workplace exposure limits using EH40, and the activities and substances used, see http://www.hse.gov.uk/pubns/books/eh40.htm
2) Review COSHH assessment (needs to link in with the policy), see http://www.hse.gov.uk/coshh/
3) Identify substances which can cause irritant and sensitising reactions - respiratory and skin.
4) Check if the risk assessment has eliminated sensitisers or replaced with something less harmful
5) Look at control measures - eg, enclosures, extraction systems (should be in the risk assessment). Need to know this if redeploying anyone at risk.
6) Look at PPE, include training, cleaning, fit testing, inspection and storage
7) Look at whether the work environment and exposure values should be checked (measured) and monitored
periodically by competent individuals to ensure that control measures are effective, and to detect
any deteriorations. May need Occ hygenists, urine testing (for example with isocyanates). Need to record the results.
8) Introduce a programme of health surveillance screening eg, lung function tests, skin checks as per COSHH requirements. See http://www.hse.gov.uk/construction/healthrisks/hsrespiratory.htm
6) Ensure affected employees are fully aware of the hazards and risks associated with respiratory/skin
sensitisers. Ensure they are aware of the controls and what to do when symptoms occur - provide with Breathe freely leaflet/train competent persons to do skin checks.
7) Audit
