But as expected (and unfortunately for my tests) the test topBDII refreshes the top-urls.conf file and therefore it gets back the RAL-related information from the production site-bdii.gridpp.rl.ac.uk (and i don't want to interfere with the production siteBDII).

This is the best approach. This file has a number of options that you
can use to customise things for testing purposes.
To take full control, copy /var/cache/glite/top-urls.conf to another
location, set EGI and OSG to False and set manual_file to be this new
location. For example if you copy the file to /tmp.
[configuration]
EGI = False
OSG = False
certification_status = Certified
manual = False
manual_file = /tmp/top-urls.conf
output_file = /var/cache/glite/top-urls.conf
cache_dir = /var/cache/glite/glite-info-update-endpoints
