I was stumped on this too!
I put Ross Spencer as a contributor because I wondered whether his contributions were at the expression level rather than the work level. Though I'm not entirely sure I have much to back that up.
Like Celine, I wanted an access point for National Archives, but got stuck on relationship designator...

I completely agree, this was one of my questions as I couldn't find a suitable relationship designator and struggled to decide whether he was technically a creator or a contributor. "Contributor" is not on the list of relationship designators, nothing else fitted so I think I left it blank as well.
I also couldn't figure out what the relationship was exactly for the National Archives as they aren't really an "issuing body" according to the RDA definition of that and again there is no relationsihp designator listed in the Appendix for "publisher" or "publishing body". Again, I had to leave it blank evne though I felt quite confident that I did want an access point for them...
