"author" would cover the role of a conference, since it is just defined
as "responsible for creating a work that is primarily textual in
content"; but I still probably wouldn't use it, because I don't see that
it would be informative for a catalogue user.  People know anyway what
the role of a conference is if there is a word such as 'conference' in
the title; but would it be worth defining 'conference' or 'meeting' as a
new creator relator term, for  use with conferences whose titles don't
make their roles clear?

Good question!

Relationship designators are not core anyway, but think the difficulty
of assigned them particularly to corporate bodies has meant those of us
choosing to include them for personal names have not done so for
corporate bodies. I'd like to be consistent and always use but here I'm
not sure what I'd use. I'm guessing "author" but maybe "issuing body",
though that doesn't seem quite right either?
