Blackboard sends out messages in batches, for this exact reason I think. You can configure how many recipients there are per message - there's a knowledgebase article about it here: https://blackboard.secure.force.com/btbb_articleview?id=kA270000000KzUV
I don't know whether there are other messages that go out that don't respect these limits though.

Our tutors would like to use the Send Email tool within our Bb system (Blackboard 9.1 SP9), however we have been advised that because our students are on Windows Live, Microsoft blacklists emails that are sent to over 100 students in a single email. As we do have modules with over 100 students this tool has been turned off. However, there is the ability to "notify" and email students in various parts of the Blackboard interface that we can't stop tutors from clicking on.
Does anyone have a similar set-up and found a workaround for this problem?
