Graham, your clarication suggests that you are only interested in what most of us here might call 'road' clubs. As opposed to cycling clubs.
Can I suggest you try contacting British Cycling if you already havn't. They may have data on road club mebership?

I'm not sure that you're analysis is correct. As a long term CTC member, I know many of my fellow members are also racers and time trialists, so unless the antipathy is from the racers who have a rather distorted view of CTC, I don't think it's true from the touring side. Having said that, I have met many people who are perhaps antipathetic to CTC, and I'm not sure why as they have mostly never been on a ride with them or had any experience of them at all. Give a dog a bad name? Most people who come out riding with us, certainly in Bristol, seem to stay on and enjoy their membership.
The tourers didn't morph into anything, it always was a touring organisation: CTC = Cyclists' Touring Club

Mostly road racers; but there were many MTN biking clubs, cyclocross and track racing clubs as well as recreation type clubs. Not sure I'd describe them as meeting the needs of the entire community. From their website, they seem to be almost totally dedicated to competitive cycling: no family rides, no beginners rides.
