The term responsive design confuses me, to be honest. Is it meant only to refer to CSS media queries, or does it also include the dynamic loading of content, for example the conditional loading Jeremy Keith talks about here http://adactio.com/journal/5414/ ? Or indeed the "responsible responsive images" he covers here http://adactio.com/journal/4997/, in which server side and client side come together and there's no need to load unnecessary (or unnecessarily large) assets. There are indeed JS libraries that can help here though I've yet to try any of them. Here's one: https://github.com/WickyNilliams/enquire.js
The discussions I've been involved in do tend to skip straight to the question of which technological approach to use to render the content appropriately but there are two other broad areas that need an answer too. Firstly, how do we propose to figure out what rendition of content is right for a given user, and secondly, what do we show differently anyway? These have strong connections to how you then go about, technically, rendering the content on a device for users. I speak from a position of no authority at all here, having done little more than talk about mobile sites, but that didn't stop me from putting up some musings on the subject here (to which I should add the references above). Hi Charlotte, Hugh,
we designed Museums Sites with dedicated templates for desktop and mobile - so that every type of content has both, individually designed. The experience for each is different, with different assets loading, implemented in a very simple way and involving both back end and front end/CSS. It's not just CSS as you want to load different size images in smaller screen and skip some altogether.

Hugh, I agree with you about the limitations of responsive design - but it's not about the design aspect of it, which is crucial, but the delivery mechanisms. Media Queries for instance looks great on paper, as it prioritise assets for different screen sizes, but it fails as a technology as it still downloads everything, at the highest possible resolution, and then either displays smaller images or hides them. But it still makes you download them.
