Hi James,
I agree there is a lot of joining up to do on this policy.
The success or not of any top-down policy is entirely dependent on the
enforcement/monitoring process.
The obvious entity to apply monitoring/enforcement is the institution's
research office. It's those people that have to explain the particular
requirements of funding councils to faculty and, in order to secure future
grants, ensure those requirements are adhered to.
The logical approach is to require authors first and foremost to place a
copy of their outputs with their institution, enforced by the institution's
research office (and ultimately the author's contract). This satisfies the
need to monitor for RCUK compliance, but also for REF, internal reporting,
academic CVs, preservation etc. etc.
Instead, we have a policy that will result in the research office chasing
the researcher to chase their publisher, in the hope that publishers 1)
implement systems to report to RCUK and 2) won't excessively charge the UK
research community for doing so.
