Just to clarify I was looking to do this out of personal interest in my role as a member of the Institute of Gas Engineers and Managers Panel for the History of the Industry. Records are generally kept on the basis of historical counties and not current counties or Council Boundaries.
I was hoping the information held in the document Gasworks in Great Britain on my http://independent.academia.edu/RussellThomas/Papers site could be updated to represent the current world.
