GOAL is a non-denominational, non-governmental and non-political international humanitarian agency, currently employing 107 International and 2,750 local staff across 12 developing countries: Ethiopia, Honduras, India, Kenya, Malawi, Niger, Sierra Leone, Sudan, South Sudan, Uganda, Zimbabwe and Haiti. We deliver emergency response, education, health, water and sanitation, livelihoods, and nutrition programmes.
In Sierra Leone GOAL is being funded by UNICEF to work on a project to improve the management of information on public water supply points (tap stands) supplying water to the urban poor in the capital city Freetown.
Specifically GOAL is working with Sierra Leone Information System (SLIS) to:
1. Train, supervise and support Guma Valley Water Company (GVWC) technical staff to collect and manage data on approximately 1,000 tap stands in Freetown including piloting the fitting of tags bearing unique identifying codes to each tap stand.
2. Train staff from GVWC and SLIS in the use of ArcGIS 10 to manage the database including updating the data and creating useful outputs that will assist GVWC in its operations relating to tap stands. This will lay the foundations for the future development of a more comprehensive GIS for GVWC (development of a more comprehensive GIS is beyond the scope of the current project).
GOAL is requesting offers for a GIS consultant covering:
1. Set up of GIS hardware, software and data for GVWC.
2. Training of seven participants in the use of ArcGIS 10 to manage GIS data on public water taps in Freetown.
3. Updating of data in the field using ArcPad 10 and Trimble Juno data collection devices.
4. Training of seven participants on how to check in and check out tap stand data in ArcGIS 10 and deploy it to a Trimble Juno device for editing in the field.
5. Training of seven participants on how to edit data in the field using ArcPad 10 and a Trimble Juno device. This should include a practical exercise in the field.
GOAL is particularly interested in offers from consultants with experience of working on similar projects in developing countries.
