I'm not entirely sure what question you're asking - there is no correct answer as such, it's up to each VO to decide what it wants. However many VOs are likely to follow a de facto standard pattern. The only one which is really different is the sgm account, historically mapped to Role=lgcadmin, which needs to have write access to the software and tags areas while everything else is read-only. Otherwise it's mostly a matter of scheduling, for example some VOs may want to separate central production from use jobs, and may ask sites to give them different priorities.
As with many things it may well be the case that what sites have set up doesn't match what the VOs currently ask for. If sites define things the VOs don't use then it makes no difference; if VOs define roles they want to have special priority but the sites haven't done that then the VO may eventually complain, but it may not notice if the jobs are running anyway.
