TERMS OF REFERENCE: MIGRATION CONSULTANT

Project Title: Addressing Human Trafficking, Kidnapping and Smuggling of Persons in East Sudan and Khartoum

Job Title: Migration Consultant

Background Information:
Thousands of refugees, asylum seekers, migrants and Sudanese nationals rely on smugglers to transport them into, through and out of the East of Sudan every year. UNHCR estimates that approximately 3,000 persons enter the East of Sudan from Eritrea every month, of who an average of 2,000 seek asylum in Shagarab camps; most of these new arrivals move on to Khartoum or beyond within a short time of arrival. A sophisticated network set up by smugglers enables movement of people efficiently from Eritrea through the East of Sudan to Khartoum, Egypt, Israel and beyond. In recent months, UNHCR and IOM have received an increasing number of reports of migrants, refugees and asylum seekers en route who have been subjected to kidnapping, extortion, and severe sexual and physical violence by criminal groups involved in the smuggling of persons. Victims of these crimes tell horrendous stories of what they went through whilst being abducted.
In order to address the situation, UNHCR-Kassala and IOM-Khartoum plan to implement a project of several components: (i) Research; (ii) Awareness Raising; (iii) Capacity Building; (iv) Security enhancement; (v) Victim Support; and (vi) Coordination Measures. UNHCR and IOM will work in close coordination on all components.

Overall Objectives:
The preliminary aim of the project is to increase the understanding of the full extent of the problem of human trafficking, kidnapping and smuggling in the East of Sudan and the surrounding region. Different research and assessment studies intend to identify the key problem areas and form the basis for future concerted action. Advanced understanding and knowledge of the situation will provide a structured support to the overall objective of the project: to reduce the risk and instances of human trafficking and kidnapping for all concerned populations in the East of Sudan and surrounding region. To this effect, the project aims to raise awareness of refugees and asylum seekers, migrants, relevant Sudanese authorities, host communities, local and international agencies; to improve security in Shagarabs refugee camps; to provide rehabilitation and support to survivors of human trafficking, kidnapping, abuse and violence in the context of smuggling; and to establish coordination mechanisms of the local authorities. UNHCR and IOM intend that the project will further strengthen the capacity of government officials in the East of Sudan to effectively manage irregular migration in a protection-sensitive manner.

To this effect, the project aims to:
1. Improve understanding of human trafficking, kidnapping and smuggling of persons in the East of Sudan and the surrounding region;
2. Strengthen the capacity of government officials in the East of Sudan to effectively manage irregular migration;
3. Raise awareness of the risks of irregular migration and the use of smugglers to all persons of concern, the national and local authorities and host communities;
4. Improve security in Shagarab refugee camps and the border region;
5. Provide rehabilitation and support to victims of human trafficking, kidnapping, trauma and sexual violence;
6. Establish a coordination mechanism of the local authorities.

Responsibilities:

Co-ordination and reporting
Under the overall coordination of the Senior Protection Officer, the Migration Consultant will report directly to the Project Manager and will work in close coordination with the research consultants and members of the project team in Kassala, East Sudan. S/he will also work closely with IOM staff members in Khartoum in the implementation of joint activities designed for this project.

The Migration Consultant will coordinate project activities in the East of Sudan. S/he will work with support from a national project assistant to implement activities in the refugee camps, urban centers and host communities. S/he, under the supervision of the Project Manager will also work closely with the Sudanese Commissioner for Refugees (COR) and other relevant authorities.

Project activities include:
1. Organise capacity building training workshops for local authorities and partners.
2. Prepare and coordinate the distribution information materials and participate in relevant information campaigns.
3. Facilitate weekly awareness raising discussions with new arrivals on the risks involved in onward movement; identify trafficking survivors and liaise with the relevant partners for the provision of assistance and gathering of information.;
4. Develop a community policing programme in Shagarab refugee camps, to improve overall coverage, and general security in the camps;
5. Support in the establishment and management of safe houses for victims of kidnapping and trafficking.
6. Support the Project Manager in the organisation of a regional meeting and undertake other tasks as required.

Monitoring and Evaluation
The Migration Consultant will be tasked to monitor all implemented activities in the East, in order to assess practicality, successes, gaps and alternative steps. S/he will be required to submit written reports to the Project Manager on a monthly basis. 

Requirements:
- Post graduate qualification in Refugee studies, Migration studies, International Humanitarian Law, or other relevant qualification.
- At least three years of relevant field experience, including direct working experience with survivors of SGBV or trauma, asylum seekers and refugees.
- Sound interviewing and reporting skills.
- Proven experience of coordinating emergency response or development initiatives, including the design and implementation of capacity building events for local authorities.
- Previous experience of work or research in the Sudan and/or the region desirable.
- Practical IT skills.
- Fluency in written and spoken English.
- Knowledge of spoken Arabic/Tigrinya desirable.

Location:
The Migration Consultant will be based in Kassala, East Sudan. S/he may be required to travel to Khartoum on occasion. No other travel within the region is required for this post.
