Hi Trevor,
As others have stated, there is no legal provision that requires training of staff in DP. However, recent ICO decision notices do tend to point to a new focus on training - that it should be provided, with evidence of completion. Appropriate technical and behavioural training and advice and support should be available in order to satisfy the ICO.
One recent example was the Welsh NHS case (Aneurin Bevan Health Board) on 30 April 2012: a reminder of the importance of making certain that all data protection guidance is actively communicated to staff and that attendance of relevant mandatory training is effectively monitored prior to any disclosure of sensitive personal information.
You may be interested in a JISC Legal paper that looks at this in terms of using mobile technologies here: http://www.jisclegal.ac.uk/Portals/12/Documents/Security%20Mobile%20Devices%20and%20Data%20Protection.pdf
And the training checklist for small and medium sized organisations is available at:
http://www.ico.gov.uk/upload/documents/library/data_protection/practical_application/trainingchecklist_v1_web_version.pdf although from 2007!
Cheers,
Jackie
