APEL test is available for all CEs but you have to define that CE as APEL node as well in GOCDB. Make sure that you define CE as APEL node not glite-APEL. It is not necessary to define all CE as APEL node in GOCDB, one CE per site is enough.
Nagios apel test doesn't test anything as such, it just subscribe results fro apel message bus and display the result.
