JISC and Wellcome Trust: Request for Proposals for a study into how best universities can be supported in dealing with new open access demands
The Finch report has stated that universities will have to be increasingly efficient in the way they pay for open access publishing in the form of article processing charges (APCs).
Responding to the recommendation, JISC and the Wellcome Trust, on behalf of the UK Open Access Implementation Group (OAIG) are commissioning work to investigate how we can help universities, publishers and funders manage the charges efficiently and also what role an intermediary might play in making the process work smoothly.
The new study will build on the OAIG’s earlier findings:

 *   Firstly, research by JISC Collections on behalf of the OAIG has shown that many hybrid journal publishers, research institutions and funders have not yet developed efficient back office systems to manage open access payments.  This can sometimes lead to lengthy delays and other administrative problems.



 *   Secondly, OAIG members and publishers have together highlighted the potential role for suitable intermediaries in providing support and services.  These intermediaries could help avoid ‘doubling up’ of back-office systems and make it easier to reconcile data for both publishers and funders.

Neil Jacobs, programme director at JISC, said: “This work will be an important step forward in helping universities and other research organisations prepare for open access publishing.  We envisage that an intermediary role might help publishers, funders and research organisations by speeding up the deposit of articles, working together with all those parties to make things more efficient, and developing payment models.”
From August 2012 JISC will be working with our sector, our customers and our Board to deliver a funding roadmap centred on tangible, practical benefits and impact.
In the Wilson Review of JISC published in February 2011, our customers, communities and funders expressed their views clearly about the kind of reshaped and impactful JISC they wanted us to become. Following that, a Transition Group was set up with senior representatives from across the sectors we serve to produce a more developed blueprint for this new JISC.
Since February 2012 when Professor Martyn Harrow joined JISC as Executive Secretary, we have been working very hard to mobilise all the necessary actions to make this transition to a 'new JISC for new times' happen in practice. This new JISC will have a more focused mandate, will be driven by the needs of those we serve and will work within a significantly tighter funding envelope.  Among many other things, therefore, it will require a new 'business/funding model'. Proposals for this, based on the recommendations accepted from the Wilson Review and Transition Group report, are being prepared for approval. Once finalised and agreed, we expect this to commence in 2013-14 AY. So a lot of work is in hand, and a review of our strategic vision and a business review are also underway to inform future priorities.  For 2012/13 and beyond, it is our intention that increasingly the priorities for all JISC activity, including the allocation of any funds which can be made available for ‘pathfinding’ activity, will be arrived at in consultation with our customers, owners and funders – and agreed with our Board – in a more transparent and ‘co-invented’ process.
