Hi All
This would be my approach as presumably HR are managing the contractual switchover. They might still want your input into the contents of any letter and how the process should work but surely the donkey work should be theirs.

Hi Jo,
I think its the employer who need to alert the employees of their rights about records (according to one of our contact managers).
I also looked on the web and a number of sources recommend the employers HR team should do this.
