In addition to the technical solutions already mentioned, you might
like to point out the reputational harm likely to accrue if you were
to introduce a system in such a - frankly - ridiculously ham-fisted
manner.
As well as UK museums, you might make comparisons with UK suppliers,
ranging from coffee shops (chains and independents) and fast food
outlets (ditto) to London Underground and Chiltern Trains who manage
without such restrictions; likewise museums overseas.
