Many thanks for the responses sent re: my query about allowing access for students continuing on to a further course, and apologies that I haven't been able to reply to everyone individually. A couple of you requested a summary of responses, so I thought I'd post for everyone:
I had 20 responses; the majority do not allow continued access, or will only allow after re-application from the student or if the student's Faculty will guarantee the stock. 5 institutions charge for interim access. 4 institutions allow borrowing rights with no re-application/Faculty guarantee.

Subject: Library access for students continuing onto a new course
Dear All
I'd be interested to know what services/borrowing rights other academic libraries extend to students who have finished their course, but intend to return in the next academic year to undertake another course.
An example would be a BA student who finishes in July, but hopes to return in September for a PGCE course. For the period of time between the courses, they are not actually a registered student of the institution, and also have not had their place on the PGCE course confirmed.
I'd be grateful for any feedback on borrowing rights, access to e-resources etc.
