http://www.literacytrust.org.uk/assets/0000/5718/School_Libraries_A_Plan_for_Improvement.pdf page 13 looks at resources and there is also mention in the document for a wide range of resources and media.
http://www.ascel.org.uk/press.asp Several different links here which have some relevance.
Also maybe this Head teacher should consider that students may not want to borrow the resources they have on offer but they certainly should be taught how to use library facilities. This is particularly important if they are students who wish to carry on into further education as they will be at a disadvantage when they arrive at university with no concept of how to use a library and all of its wide range of resources effectively.
Also, maybe she/he should be considering any comments which OFSTED may have to make on the provision of school libraries as I know in the past this has had an effect on the judgement given at the end of inspections if they feel that libraries and resources have not been used effectively as part of the students' education.
Hope some of this might help.

Hi,
Sorry, can't help with the specific query (although with my Voices for the Library hat on it has got me thinking!)...might also be worth pointing your teacher to Heart of the School:

Lots of useful/interesting stuff there.

Subject: School Libraries
A teacher friend of mine texts that her head teacher is claiming the School Library is no longer necessary because everything's available free gratis and for nothing on line; yes, that old chestnut.
I've referred her to the Cilip School Library website, and I can go through all the standard arguments with her, but does anyone, off the top of their heads, know of a source of figures to show that a lot of things published in book form are original and not just scattered around the Web? We're all sure it’s true, of course, but it’s rather difficult to quantify.
Thanks.
