I understand that people seem less keen on the trust model at the minute as the goalposts have changed on rate and VAT relief recently. So if the driver behind Trust status is to save money the idea might founder fairly quickly.

Sanguineous Norah! This was a line the bozos here took in 2000, but
thorough investigation showed it wouldn't work (for us, at least). The
rocks it foundered on were
1 Quality assessment - who in the council assesses whether the
work an external trust is doing is appropriate - oh, hang on, an
archaeologist
2 Relative costs: it turned out that an external trust could, in
effect, charge the council whatever they felt like, if it was the
exclusive source of advice
3 Control: an external trust can go looking for work elsewhere,
and need not limit itself to working for one authority: terms that bind
it to one contravene works legislation (or did in 2000, anyway)

Indeed. They are proposing to do a full business case for casting us
adrift as a Somerset Heritage Trust or something like. This would be
compared to keeping us in house and a decision taken.
