Is she looking at this primarily from the British perspective, in which
case I would tend to agree with her observation, or is she looking to
generalize this study? If the latter, then based on my observations I would
say that it is highly dependent on the domestic tourists' level of access
to transit at home. Here in the USA, domestic tourists are way less likely
to use transit than international. Unfortunately, I cannot help with
literature.
