Hi Dan,
A couple of years ago I initiated a small study on the usage of DC by National Communication Authorities. It covered the 27 EU countries + the countries ranked till rank 30 of the UN HDI (1) + BRIC (2). I didn't finalize the study due to the suspension of the project, but I can send you my preliminary results.
Mariana Malta is gathering and analyzing information about in usage DCAPs for her PhD project. When she finishes, she can send you her first results as well.
