Many thanks to those that replied. Cisco have just said:

CSCtj91693 ... did not fix GARP properly [only for one corner case]
The proper fix is in CSCty05792, that will be included in 7.2MR1 (May),
and planned for future 7.0.MR4 (summer)

They have also offered me a beta of 7.2MR1 in the meantime. I imagine other
affected folks could probably also get this via their normal cisco support
channel, requesting to be logged against the latter bug number above.
