The role of the European Commission in stimulating policy transfer and Europeanisation in the field of urban transport

Abstract
There is evidence of an increasing activity of the EU in the field of urban transport. With EU-supported projects acting as vehicle for exchange and the promotion of best practice, the EU is more and more considered as an actor in urban transport policy. The projects may contribute to the Europeanisation of urban transport policies across the EU. This, in turn, may lead to an increasing Europeanisation of urban transport systems. This presentation will focus on the question if and how policy ideas, concepts and information are transferred through EU-supported projects in the field of urban transport. The underlying analysis is based on interviews with thirty key-informants and two case studies which covered mobility management and urban road user charging. Examples have been identified where policy transfer has influenced initiatives and decisions at local, regional and national level. Networked individuals with trust-relationships between them seem to provide the 'infrastructure' for policy transfer to happen.
About the speaker
Mr Marcel Rommerts is administrator in the European Commission in Brussels. He was involved in preparing the EU White Paper on transport in 2011 and currently coordinates the elaboration of EU policy on transport research and innovation. Marcel oversaw the preparation of the Commission's Green Paper on urban mobility and Action Plan on urban mobility, and developed the CIVITAS programme for cleaner and better mobility in cities. Marcel holds degrees in Transport Engineering, Business Studies and Engineering, and Transport Studies. He is member of the US Transportation Research Board technical committees on 'Alternative Fuels and Technology' and 'Transportation Demand Management'. He is member of the scientific committee of the China Urban Sustainable Transport Research Center. Marcel recently graduated at UCL with a PhD: his doctoral thesis is on urban transport policy transfer and Europeanisation.
