Agree - ultimately company decision.

The sick/fit note is for SSP purposes only in the UK, it is advice to the employee not the employer, its only legal status is to entitle the individual to SSP if there is no occupational sickness absence pay.
Employers are not obliged to "accept" these from UK doctors/dentists (and I have seen some written by all sorts of random people) if they have compelling reason not to.
What you have is a declaration from someone from somewhere who states that in their opinion the individual is unfit for work. I have seen a few of these in my time - including a couple that were fake. I would guess that the company can accept or not, dependant on their own policies. We wouldn't,

Subject: [OCC-HEALTH] Foreign Sick Notes
Morning everyone,
This is maybe a silly question to ask but here goes anyway...
Employee goes on holiday for 3 weeks. Contacted employer advising the he will be absent from work on his return from holiday due to Musculoskeletal pain. Employer suspects he knew full well he wasnt going to return on date planned as flight was cheaper for a later flight (as advised by another employee); however the employee bought a sick note from india covering him for this time off.
There are obviously other issues here out with the OH remit, but my question is can we accept this GP note?
Any advice is as always much appreicated.
Rgds
RAchael
